Advises senior leaders on classification, declassification, downgrading and upgrading of STO/SAP information. Assists in planning, budgeting, coordinating, and executing all STO/SAP for ARCYBER. Incumbent is also responsible for insuring that all STO/SAP requirements are met regarding specific non-ARCYBER projects/exercises. Provides operational direction to STO/SAP personnel attached to the command for the duration of the STO/SAP projects. Government agencies for real-world participants and/or coordinates the contracting of qualified personnel to replicate the necessary government agencies for the planning and execution phases of exercises. Ensures STO/SAP representation and participation at key exercise development meetings and planning conferences to assist in the design and coordination of the exercise to ensure that the STO/SAP training objectives of the training audience are met. Reviews proposed new programs, projects, exercises, experiments and tests for integration into the current ARCYBER infrastructure. Develops strategic planning tools and techniques to train individuals and organizations on C2 processes, systems, and the integration of multi-level classifications involving sensitive military capabilities during exercises, operational rehearsals, and experiments using live, virtual, constructive air, land and space forces. Manages and directs ARCYBER STO/SAP facility that hosts a wide range of organizations, both government and private in nature, for the purpose of evaluating, testing and training personnel on the use and function of new technology. Institutes procedures to ensure early identification and protection of activities, operational concepts, combat developments, and potential research and development breakthroughs within ARCYBER that may warrant SAP protection. STO PROGRAM MANAGEMENT: Serves as the ARCYBER STO Program Manager authority and expert on all matters involving STO/SAP and other classified program issues for ARCYBER. Demonstrates familiarity with Information Operations (IO), Military Deception (MILDEC), Operations Security (OPSEC), Electronic Warfare (EW), Information Operations Capabilities (IRCs), and Cyberspace Operations missions, tasks, and overall functions to ensure IO is integrated into ARCYBER plans and operations and that Army IO and Information Related Capabilities are considered in the deliberate and crisis action planning process.ġ.
